Dr. Joyce Starr is an author, publisher, radio talk show personality and policy expert. She held key positions in the US Government, including the White House, where she focused on the Middle East Peace Process, human rights and public policy outreach.

She established her publishing house in 2006, specializing in homeowners association rights - including condo associations and HOAs -- pet care rights, health seeker rights and consumer rights. The Motto: Books that Empower, Heal and Inspire.

She authored Defend Your Condo & Homeowner Rights: What You Must Do When the Board Turns Your Life Upside Down and published the first Condo & HOA Defense Kit in 2007. She also established the Homeowners Association Rights TeleConsultation Service for concerned and distraught association members.

In 2008, she launched RightsRadio.com for homeowners and pet owners in distress - including members of homeowners associations condo associations, hoas and other private community associations.

Dr. Starr has authored books in diverse arenas, including: international policy, environmental policy, public policy and holistic wellness issues.  Harper Collins, Henry Holt, Praeger and Contemporary Books have published her works. 

Her commentaries have appeared in leading newspapers –including theWashington Post, Washington Times, Miami Herald, LA Times, International Herald Tribune, Jerusalem Post  – as well as numerous online media.  She has given over a thousand radio and television interviews.

She has designed numerous global initiatives and Centers of Excellence for prominent think tanks and universities. For example, as Director of the Near East Program of the Center for Strategic and International Studies (CSIS) in Washington, D.C., she developed groundbreaking projects on the Middle East peace process and produced acclaimed works on critical water shortages in the region. She also organized three global water summits, serving as co-chair with the UN Secretary General and with numerous heads of state. Secretary of the Task Force for the Reconstruction of Lebanon, she also created an online database for reconstruction contracts abroad.

A leading communications expert, Dr. Starr served as Chairman of the Communications Department of Mount Vernon College. She currently consults with firms in cutting-edge arenas, including leading a software provider of streaming video services to colleges and universities.
